Land Uses

The goal is to create a flexible, market-responsive land use plan that balances employment and commercial services, housing options and lifestyle choices, recreational pursuits, and conservation—making the Peoria Innovation Core (PIC) a destination for businesses, residents, and visitors. A key part of the planning process for the PIC is defining the types and locations of land uses throughout the district.

 

With the purpose and mission of Arizona State Trust Land in mind, this Plan attempts to build upon Council and community priorities. Market and technical dynamics inform the manner in which land use types are distributed throughout the PIC. Using the Peoria General Plan as a base, the objective is to align this forward-looking Plan with the City's stated goals and community vision to balance employment, housing, recreation and conservation interests. 

 

Land Use Types being considered for the PIC can generally be broken down into three categories including Residential, Workforce/Employment and Community Facilities.​

RESIDENTIAL:

  • Traditional Residential areas are typically between 2-5 dwelling units per acre and feature moderately-sized lots with detached single-family homes. This category supports a suburban lifestyle, with access to private and common open spaces.

  • Suburban Residential areas are typically between 5-12 dwelling units per acre and are intended to provide a range of residential housing types from small-lot attached and detached single-family residential to medium-density multi-family with a balance of open space and connectivity.

  • Urban Residential areas typically exceed 12 units per acre and are typified with a range of ownership and rental housing options, including townhomes, casitas and other residential multi-family housing types. These areas are typically located near services, employment centers and transportation corridors.

  • Master Planned Community integrates diverse housing types, parks, trails, and commercial nodes. They are designed for cohesive growth, blending lifestyle amenities with sustainable land use.

 

WORKFORCE/EMPLOYMENT:

  • Commercial areas encompass retail, office, hospitality and service uses to support local jobs. They create economic hubs that reduce out-commuting and enhance quality of life.

  • Employment and industrial areas accommodate manufacturing, logistics, business parks and advanced industries. These areas are strategically located for transportation access and long-term economic resilience.

  • Mixed Use areas combine residential, commercial, and office spaces in walkable environments. They foster live-work-play opportunities and support smart growth principles.

 

COMMUNITY FACILITIES:

  • Community Facilities include essential services and public amenities. These areas include emergency services, schools, libraries, parks, and civic buildings that strengthen neighborhoods and support a high quality of life.
